Monitoring and Evaluation Overview
The core functions of the Monitoring and Evaluation Department are as follows:
- Conception and Design Review: To ensure that the conception and design of a project, undertaking, or request for service by a procuring entity is complete, accurate, and fit for purpose within appropriate execution budget and duration by reviewing applications for Certificate of No Objection to award contracts.
- Project/Contract Monitoring: To ensure that projects or contracts are performed according to specifications (quality) and within the approved budgeted cost and schedule by monitoring their execution.
- Evaluation of Procurement Transactions: To ensure that procurement transactions are evaluated during contract execution by networking with relevant stakeholders at predetermined stages and milestones of the project or goods and services delivery.
- Post-Construction Sustainability: To ensure the development and implementation of post-construction sustainability plans for works/projects by procuring entities (PEs).
- Post-Delivery Sustainability: To ensure the development and implementation of post-delivery/installation sustainability plans for goods and services by procuring entities (PEs).
- Evaluation of Completed Procurements: To evaluate the output, outcome, and resulting impacts of completed procurements with respect to pre-identified needs, statement of purpose, statement of impact, set objectives, and goals.
