Legal Department Overview
The Legal Department provides legal counsel and support services towards ensuring that the RSBoPP operations and activities are in full compliance with all applicable legal and regulatory requirements and are performed without legal risks or injury to the Bureau or its officers.
It is broadly organized into two units:
- Litigation Service: Responsible for monitoring and managing lawsuits involving the Bureau, and interfaces with external solicitors.
- Corporate Service: Handles contract drafting and review, and legal research.

Konipirim holds a Bachelor of Laws degree from the University of Calabar. He began his career in 1998 as legal counsel to Ikonibo Limited, a leading Oil and Gas servicing company. He was later the Legal and Corporate Affairs Manager at Ikonibo before joining Chuks Muoma (SAN) and Co., a top law firm in Port Harcourt. There, he specialized in corporate and commercial law before co-founding Fresfields Solicitors.
Konipirim is a member of the Nigerian Bar Association and an associate member of the Chartered Institute of Mediators and Conciliators and the Chartered Institute of Taxation of Nigeria. He is currently the General Counsel and Head, Legal Department of the Rivers State Bureau on Public Procurement. Konipirim has attended procurement courses both locally and internationally.
