The Legal Department provides legal counsel and support services towards ensuring that the RSBoPP operations and activities are in full compliance with all applicable legal and regulatory requirements and are performed without legal risks or injury to the Bureau or its officers. It is broadly organized into two units:

Litigations Service: The Litigation Unit is primarily responsible for monitoring and managing lawsuits having Bureau as a party. It is the focal point in the Bureau's interface with external solicitors.

Corporate Service: The Corporate Services Unit is responsible for contract drafting and reviewing, and legal research..
Konipirim holds a Bachelor of Laws degree from the University of Calabar. He began his career in 1998 as a legal counsel to Ikonibo Limited, a leading Oil and Gas servicing company. Konipirim was the Legal and Corporate Affairs manager of Ikonibo before leaving to join Chuks Muoma (SAN) and Co., one of the leading law firms in Port Harcourt. At Chuks Muoma (SAN) and Co. he practiced law, especially in the areas of corporate and commercial transactions. Thereafter, in partnership with other lawyers he opened Fresfields Solicitors, a firm of legal practitioners in Port Harcourt.
Konipirim is a member of the Nigerian Bar Association and an associate member of the Chartered Institute of Mediators and Conciliators and the Chattered Institute of Taxation of Nigeria. He is presently the General Counsel and Head, Legal Department of the Rivers State Bureau on Public Procurement.
Konipirim has attended procurement courses both in Nigeria and abroad.
