PUBLIC PROCUREMENT ENLIGHTENMENT WORKSHOP HELD FOR STATE EXECUTIVE COUNCIL, PERMANENT SECRETARIES & AGENCY HEADS

Theme: “Guide to Effective Implementation of the Rivers State Public Procurement Law (PPL)”

Opening the proceedings, Engr. Dr. Mrs. Ine T.E. Briggs, Acting Director‑General of RSBoPP, stressed the workshop’s objective:

“To re‑enlighten our senior officials on the provisions, procedures and requirements of the Rivers State Public Procurement Law, ensuring its effective implementation in all government projects and programmes.”

Dr. Mrs. Briggs went on to commend Governor Fubara’s unwavering dedication to procurement best practices. In recognition of his leadership and compliance with the PPL, the Bureau presented His Excellency with its Inaugural “Procurement Champion” Award—a special honour reserved exclusively for the Governor in exceptional circumstances. Governor Fubara graciously accepted the award and formally declared the workshop open.

The interactive sessions that followed delved into the key pillars of the procurement law, from competitive bidding procedures to contract management and value‑for‑money principles. With nearly every Member of the Executive Council in attendance—alongside Permanent Secretaries and agency heads—the hall buzzed with thoughtful discussion and practical case studies.

Her Lordship, Justice Mary Odili, CFR, served as Special Guest of Honour. In her goodwill address, she lauded the State Government for the timely initiative:

“This workshop arrives at a most appropriate moment, equipping our officials with the skills to uphold the law. Ignorance of the PPL is no excuse; adherence safeguards public trust and fast‑tracks development across Rivers State.”

Representing the Governor, Dr. Tammy Wenike Danagogo, Secretary to the State Government, echoed these sentiments. He urged participants to take the training to heart:

“Transparent spending of public funds is the cornerstone of good governance. I call on every member here to strictly comply with the Rivers State Procurement Law in the execution of their duties.”

The RSBoPP extends its heartfelt gratitude to His Excellency, Sir Siminalayi Fubara, for his visionary support and funding of this critical capacity‑building initiative. With this workshop, the Bureau reaffirms its mandate to promote accountability and excellence in procurement, laying a solid foundation for Rivers State’s accelerated growth and prosperity.
